The first verse says do not make graven images. That is a stand alone, I think. The next one mentions about not bowing down to such things. It continues the thought and completes it, but without it, the first verse stands on its own. Just my take on it. OTOH, I think most of the OT is entirely man made, so I do not have the attitude that all the Bible is inspired.
