It is not unusual for census data to show more individuals affiliated with the organization than are "officially" counted, including preschoolers. Thus, in New Zealand, in 1996, about 12,000 were active publishers, but census data reported more than 19,000. In 2013, that number had climbed to just under 14,000 active witnesses but census data showed a shrinkage to about 17,500.
