If that is what you meant, I would agree with you. Not sure the average is 2-3 congregations per KH thou. In the cities yes but when you move away from the cities you will find a lot of congregations with one KH that they share with no one.
At least where I live, only the big cities share KH's. The wast majority don't. It might be different where you live but I doubt the world average is 2-3 per KH.

How many child molesters are caught, prosecuted, and registered in say, Brazil? or Mexico? or Nigeria? (All countries with multiple hundreds of thousands of JWs each).
I don't know, I have not researched the matter properly.
Maybe in the USA, where the overall problem is (finally) being publicized, the JWs do not have 13X the ratio of abusers in their midst. But how about elsewhere?
I think a group of 320M people should give us a pretty good idea of what the percentage is, USA as far as I understand don't have mandatory reporting laws in all states either so it is similar to Australia?
The world average and the percentage in Australia might be a little different but will probably be close to it; 0,1% - 0,16%.

If the average congregation consists of 80 members, you would need at least 1/80 to be pedophiles. This is 1,25% which would be almost 10 times more than society's average.
Lets say that there are 3 times more pedophiles within the JW's than normal society, that is 300% more which is a lot, but lets say that this is the case.
0,13*3=0,39
100/0,39=256,4
One molester for every 256 witnesses.
If the average congregation contains 80 ppl... 256,4/80=3,2
1 pedophile for every 3,2 congregations.
