So the question is what constitutes a disturbance from the courts point of view. IF it is open to the public.

For example a restaurant is a public place you can refuse to serve someone if it's not based on discrimination. IF you do then your liable to a law suit .

Because the law is the law this is the kindest gentle person I know would not harm a fly in fact when they met him at door he turned around a imedietly vacated no argument no nothing.

No its not that complicated but I was just asking ,the law says they must get a restraining order unless he is a public nuisance or disturbing others. My advice to him was they must show proof that he was causing problems in a public place in tv monitors another words you must prove that in court this Is the u.s. does legal dept want that ptoblem?
