Yes. They did.
The situation in Russia is not just a knee jerk reaction. The Watchtower Society has been struggling for some time to have 'religious status' in Russia. The long and short of it is that Russia doesn't believe that they are really a religion.
A few years ago, I came across court transcripts from Russia on a Russian forum. The file no longer exists online, and the pages are not archived on the waybackmachine. However, I saved the translated version of the document. It is rather long, but rather than select parts of the transcript to cut and paste, I will post it in its entirety to show the rationale and basis for Russia's decision. I apologize for the difficulty in reading it - the translation is only a google attempt.

The expanded ideological statement, such as is the totality of the texts “of the witnesses Of [iegovy] examined by experts”, comprises, naturally, only the part that instructional organized by the data by the texts of the activity of ideologists, propagandists, instructors of association “the witnesses Of [iegovy]”. The wide daily practice of this activity occurs in the already assigned regime of manipulations by consciousness, the contraction of consciousness, [stressovosti], alerted hostility with respect to the peace, the ideological disorientation, the substitutions of society, its institutes and its standards by structures and by the circulars of clan or sectarian nature. (So, order “to return all” - or “to leave all” - in the life “To [iegove] to god” it can treat and realize both in the spiritual and in the material- property plan, that makes that receiving with the object of the most diverse encroachments.)
The right of man to the life he is disrupted by the introduced witnesses Of [iegovy] by limitations to the forms of the permissible medical aid, in particular, by prohibition to the blood transfusion. This prohibition takes root through the mentioned above manipulation with the Scripture. In the analyzed texts is encountered the requirement “any blood”. Turning to the ultimate source shows that there there are similar words. However, there their sense is completely different:
“Since it is convenient to holy spirit and to us not to lay on you any burden more, except this necessary: to abstain o[t]. [idolozhertvennogo] and the blood, and [udavleniny], and lechery, and not to make with other that, what to itself not [khotite].[Soblyudaya] cue, you will make well. You be sensible " (acts of holy apostles, 15: 28,29). In this fragment of word “to abstain from… the blood are contextually connected with the word “[idolozhertvennoe]” they make following sense: one ought not to accomplish the rituals, where [prinesenie] of victim is accompanied by the blood. In the text of the original there is no that sense, which is given by them in the texts “of the witnesses Of [iegovy]” - failure of the blood transfusion. Without affecting here the sophistical nature of doctrinal [a]p[gumentatsii] of this prohibition, based on the extraction of biblical quotations from the context and the arbitrary adding with it the sense, which they never had in the ultimate source, let us note that not in one of the world religions not at all to be contained the order, whose fulfillment can cause loss to life and to human health. In this case we deal concerning the introduction into the consciousness of the believers of dogma, which with the specific circumstances can prove to be suicidal in the literal sense of this word. In the materials of the matter there are descriptions of such cases, which were ended by lethal outcome. In such a manner both in the printed materials and in that reflected by the materials of the matter to the practice of the witnesses Of [iegovy] noticeable place occupies [skloneni]e to the failure on the religious motives of the rendering to the medical aid to those, who are located in the dangerous for the life and the health state.
Conclusion regarding 1 as a whole:
In the literature and the documents of the witnesses Of [iegovy] are contained the signs: A) kindling the religious dissension in the form of the undermining of respect and formation of hostility for other religions, b) encroachment of such rights and freedoms of citizens as right to the life and the medical service and right to leisure, and also to the freedom to manage its time.
Question 2. Are the texts of the organization of the witnesses Of [iegovy] the account, which usually is used in the religion.
As it is indicated in the division of the I, with the expert inspection of the texts of the witnesses Of [iegovy] it is established that they bear negative relation to the peace, they attempt to fence off man from the peace and to intimidate him. By an only way out situation is proposed the service To [iegove], at basis of which lies the subordination of the will of man to the will of this organization.
In contrast to the traditional religions, in the literature and the documents of the witnesses Of [iegovy] the greatest attention is paid to the tactics of behavior with the sermon, to the methods of attraction in the organization, the discussion deals constantly with “the service”.
The tactics of behavior pushes aside in these publications to the background religious- moral problems, and serious theological conversation is substituted with the goal-directed suggestion of negative installations with respect to of authorities and Christianity. In the publications of the witnesses Of [iegovy] there are many references about the daily difficulties, medical problems and others the secular matters (all this at the very primitive level - up to the judgment, that “the organized human association under the management of satan, devil it is /.../ evil and corrupted” (“you can live eternally in to paradise on the Earth”, [s].210, 212). Removal from satan and devil will be given as way to Christ and [vosled] to Christ; however, with the simultaneous abuse of Christian church. Against the background a number of the present religious flows of [eykumenicheskogo] kind, from the accepted in them orientations to the reunification of different Christian [konfessiy] to the world association of large religions as a whole (Christianity, Islam, Buddhism) this appears sharply untypical. Finally, for contemporary eastern and western Buddhism is characteristic acknowledgement Christ, and Mohammed ([Mokhammeda]) by particular [inkarnatsiyami] of the world significant divinity, the texts of the witnesses Of [iegovy] also are not inclined to what.
Differences from the traditional religions are noticeable also in how is represented in the investigated texts the structure of the organization of the witnesses Of [iegovy]. Detailed account, removal taking into account, setting to the calculation etcetera - all these are obvious signs of political organization- party, but not religious community. In the traditional religions there is no similar control of believers. So in the orthodoxy there are community- arrivals; and the hierarchy ([blagochiniya], diocese, [patriarkhiya]) confronting above them covers only the servants of cult, but not the mass of believers. Believers in their mass do not enter into this structure: they are free to attend either not to attend service, to participate or not to participate in the sermon of orthodoxy, to select any temple for the visit, etc Organization the witnesses Of [iegovy] is sharply characterized by, according to the texts, proposed for the analysis, the rigid start of each personality in its structure with the unconditional subordination of each member to management.
The witnesses Of [iegovy] in their publications operate with the texts of bible, which is the Scripture for all Christians, and they frequently declare itself by the followers of Christ's [Iisusa]. They draw future followers by reading bible and by promises of the paradise of [n]a to the earth. In this case the texts of the witnesses Of [iegovy] I sometimes shade (without removing in principle) such special features of its organization as: anti-Christian and anti-State directivity; the presence of center abroad. Discipline, which requires, according to the texts of association, categorical obedience and in detail controlling the fulfillment of the standardized obligations and the rest, also is not typical for the traditional (according to public ideas, legal conscience, science and federal law) religions.
The sharp theocratic hierarchical quality of the association (according to the publication “they are organized to carry out our service”, [s].116 - “the leading corporation is exercised by theocratic means leadership and supervision of the meetings throughout the world”), its orientation to “not- thinking” of the individual members of association, its tendency toward the integration of families into the life of the totally imperious extra-secular association, and also the signs of militarized [distsiplinarnosti] of the way of life of [iegovistov], adjusted by the investigated texts, remove the witnesses Of [iegovy] from the traditional religions and draw together them with the phenomena of the discharge of sect.
Conclusion regarding 2: the subjected to the study texts of the organization of the witnesses Of [iegovy] in a number of essential signs differ from the account, which usually is used in the [nesektanskom] religion (in the traditional religions).
