The Watchtower Society, in a few words, does NOT make any effort to help anyone where a natural or unnatural disaster is occurring or has occurred, unless it's own members have been affected.
Where its own members are concerned, there has in the past been some effort made to help them (probably only if they're "approved association").
Any publicity on anyone's part to deceive the public into thinking that the WTS is gathering resources (donations) to do so is just that....a deception....but then where donations to the WTS are concerned, any means justifies the collection of donations.
