Granted, I looked at that noblood.org site for only a few minutes, but it does not appear to be directly related to or controlled by the WTS. It is currently owned by Jelsoft Enterprises Ltd.
noblood.org was formerly noblood.com and dot-com means commercial business. The dubs who started it had connections with the healthcare community and included at least one member of an HLC somewhere. When I met them at a conference, they were all three feet off the ground in the hopes they were going to make a lot of money as "bloodless surgery" became standard practice in hospitals all over the U.S.
The WTS put the kibosh on their commercial plans and asked them to back off, saying their (the WTS) own resources were enough. The "brothers" insisted theirs was not just a commercial enterprise, but motivated by a sincere desire to help spread valuable medical info. Having painted themselves in that corner, they "proved" it by becoming a non-profit organization. Thus the change to "noblood.org."
This is the short version of a story that came to me from a very good source, back in the day.
I am all for anything that increases our knowledge of medical science - and bloodless surgery is one such area of research. I am not for or against the use of blood personally
