Actually, it would not be mail fraud.
The United States Postal Service says this about mail fraud:

Prosecutors must prove the claims were intentionally misrepresented and that the mail was used to carry out the scheme. plus they can never track you if you slip it in a public mailing bin. and its not-for-profit, so it doesn't matter anyways. what're they gonna do to me, say good job?
