This is what I was told by some over Zealot JWs when I was in.
Persons with 3H will accept the Kingdom message.
Persons with any or all of the 3H missing will reject the Kingdom message.
So dont you worry if the majority of people reject our message coz they lag in the 3Hs

I think witnesses are good at taking someone who is hhh particularly if that person is going through a hard time at the time of contact and converting them into a WT narcissist cult-jerk who rejects their "worldly" aka normal friends, family and life in favor of cult-life.
Though, probly not as good at that as they use to be thanks to the internet.
