  It is sort of like Mexico and Malawi, okay to bribe government officials to get a card in Mexico exempting brothers from military service at the same time people in Malawi were being put to death for not getting a political card. The WTS advertised the Malawi situation because it was good PR, the poor persecuted WTS. But in Mexico, the WTS kept the facts from its members, because in the WTS thinking their members were not entitled to the truth, another word, lying to the members was not really lying.
