JC letter of invitation. Do they always get signed?

You are invited to attend or you are summoned to be present? An invitation can be declined without consequences.

None of the Elders on my first JC summoned me, it was my father who told me, at least I knew what that one was about. For my second JC my father said the Elders wanted to see me and I was never told why until I got to the JC.

I'm assuming "JC" means judicial committee? If correct, where is the scriptural authority for such in the NT? Thanks!
