I worked in a government office that needed access to people's federal tax returns. We had to view a 30 minute video and sign a statement that we knew what the law was and what would happen to us if we surfed through the returns looking at people we knew and celebrities, etc. We would be terminated immediately, but also have federal charges brought against us with jail time and stiff fines.
Money can be a big motivator even for jws to risk violating the law to try to find info to rat out another jw.
