The society must finish all the new buildings before the end comes so the headquarters staff will have a place to direct the new earth people.

No, it's a good question, and the answer should be YES.
We should have been in the new system since 1994 at the latest, because the 1914 generation ended there. They promised that the generation of 1914 would see the end and the new system.
Maybe we should be happy that the end didn't come. We had a few more years to live.
