When elders became the disfellowshippers instead of the entire congregation.

    As Hamsterbait pointed out, "

(1 Timothy 5:20) "Reprove before all onlookers [those in the Christian congregation] persons who practice sin, that the rest [thosein the Christian congregation] also may have fear."

    Also -

(Matthew 18:17) If he does not listen to them, speak to the congregation. [not a couple of Elders] If he does not listen even to the congregation, let him be to you just as a man of the nations and as a tax collector. [then disfellowship him!]

Actually, according to the GB and Bible (whether or not the R&F realize it....AND THEY DON'T) the congregation is the "body of Christ" or those with the heavenly hope. So... If sinners are to be reproved before the JW "congregation" then ONLY anointed dubs should judge sinners. The Elders, unless anointed, should stick with purchasing lawn mowers and collecting time slips.

I am certain the GB don't want local anointed ones in charge of discipline. They also don't want to fly every sinner to HQ so the FDS can judge them, which would be more "scripturally accurate." I guess the GB will continue to hide behind legalistic practices and let the local BOE do their dirty work.
