Look for a little lighted button near the touchpad. There sometimes is an on/off switch.

if you have a USB mouse handy, plug that into a USB Port on your laptop, until you find the toggle switch to turn on the touchpad

On your Keyboard you might see a button that has a touchpad (or a padlock) on it. Use the FN (Function) Key + that key (F5 or F9 - usually).

    Make and model of laptop?

On my HP it's Fn+F6 to turn the touchpad off or on. Usually it will have a suitable symbol on the key that looks like what it does.

    Edit: yours is toshiba...
