It depends where you are as to whether the structure is expanding or not. Certain places are seeing the expansion of administrative buildings but other places have seen their branches close. They have consolidated and rationalised the life out of thei structure and now wish to cash in on all that prime real estate. It is after all a business.

In my opinion, it is a swank retirement facility/retreat with all the security trimmings! And you can rest assured the rank & file would NEVER be allowed near the place if there were ever an emergency. The place would be shut up tighter than a drum!
They can tell their gullible followers that it is "to assist after armagonnageddum", but I don't buy it.

It's a Corporation as in a business, and as such they need to plan for the future, one with a fairtale ending(armegeddon) and the other how to keep the business profitable while waiting for the fairtale ending. It appearse that they can't make a profit selling printed material any more so they are proceeding to find other avenues of generating capital namely by capitalizeing on free labor, and donations of the indoctrinated to increase wealth buy building and developing real estate for latter liquidation of assets.
All kindom Hall sales revenue can also be seized by the corporation according to the by-laws of the incorporated congregation. If the elders who make of the congregation corporation refuse to do as the Governing Body ask they can be disfellowshipped and a new group loyal to the Governing Body replace them so that all assets from the sale go to them.
