The elders are apt to make a shepherding call on a female member whose husband has never been a jw....a potential convert and men in the organization are dropping in numbers. The once a year depends on that congregation. I never had a shepherding call unless I asked for one and you could tell it was like I was asking them to walk on glass. I can remember though once that in a rare moment of insight the WTS gave an experience of where an elder's wife wished they would call on her.

I kept up with my shepherding visits as an elder and was sneered at by the other elders who didn't. Praise Jehovah it's obviously his one true religion!
We were instructed not to go with anything in mind but to listen to our victim and bore them with WTB$ approved out of context scriptures to guilt them to do MORE!!!
Praise the GB - they are higher than god!!
