I remember having them read the paragraph first--since the late 1980s. As far as I know, they still do that. (It will cost me way too much, in terms of risking getting pulled back by force, to find out for sure--so I am not going back to find out). However, I heard that they used to ask the questions first back when the articles were longer--the smoking article was 36 paragraphs long per study!
Do they read the paragraph before or after asking the questions?

But we are still very sharp, Mad Sweeney. Very sharp indeed. A few of us left so long ago that we have never actually been to a study that read the paragraphs first - I learned this here on JWN.
