That's a good question Minimus. I disagree with the opinion that when the new guy comes in all of the current problems are the last guy's fault. Especially if the current prez promised to undo the poor decisions of the previous. It is beginning to irritate me that some Obama supporters are stuck on using Bush as the excuse for what's going on now. 18 months later?
That's my street level opinion. The presidents don't have all that much power anyway. But we usually have a sense that our prez is "the man"... good or bad. With this guy we don't get a sense that he has much control over what's happening. No one is expecting miracles. But what exactly do we have here?
In answer to your question.... Obama is starting to take some heat.

They both do stuff that boggles - but one of them is a village idiot that should never have been in office. Oddly, I vaguely support some of what Bush did because without it I think we'd be in far worse shape.
Between the two, Obama's social policies are more in tune with what has allowed this Country to grow and be resilient.

History will be the final judge. Bush is currently considered the worst or second worst president ever based on a set of criteria that measures the depth and scope of harmful executive actions. We will be living with the consequences of his mistakes far longer than 18 months.
In time, history will also blame Obama for what he has done or failed to do. There's plenty to go around.
Edited to add: It is waaaaay too early to let W off the hook.

After time goes by, perspective changes and more is revealed, frequently chaning the opinon of history. When he left office Harry Truman was considered one of the worst Presidents we ever had. I saw a poll of historians recently that put him in the top ten, or maybe even top 5. Running against Hoover worked for the Democrats in 1934, I expect we'll see more of the same.
