Not sure about Haiti, but the Scientologists were the first to roll into Gulf Breeze with an 18 wheeler full of bags of ice after Hurricane Andrew. They even beat the Nat'l Guard and FEMA! Doctors wouldn't be first on the scene at an earthquake. First on the scene need to be rescue workers to search through debris like the team from Israel that was there on day 1, and organizers who set up triage areas and call in heavy equipment (which as we know didn't get done properly).
