My guess is that they must have a pretty good handle on how publisher activity relates to increase/decrease in overall numbers.
x number of preaching hours = y number of new publishers
I'm speculating that they have trended these numbers forward and it doesn;t look good - less motivated publishers spending less time in service combined with losing a ton of publishers out the back door means its getting harder and harder for them to even stand still, far less grow the business. Add in the demographic of losing their core Western world customer base and replacing with 3rd world peasants and its not a good scenario for their revenues. Also the economic crunch will affect their core customers in the USA - blue collar - and their stock market investments and property portfolio is worth a lot less than it was 12 months ago.
So a major shift could be mechanisms to prevent publisher turnover and less focus on the preaching, with the appropriate justifications. The commission to preach has been fulfilled and in this time of the end its vital to look after each other etc etc - nothing new doctrinally...In fact we have already seen evidence of this strategy in reduced public talk time, 2 meetings a week instead of 3, possible reduction in pioneer hours, removal of middle management layer CO's etc etc
Trying to run an end times religion without an end time and be God's Sole Channel with no significant new information for many years is bound to lead to customer dissatisfaction - they are now voting with their feet and Brooklyn is in scramble mode.

It's impossible to say what is in the pipeline, but it is also impossible to ignore the changes that have already come and are coming.
Losch has said several times that there are "updates" that need to be made to various understandings. They are probably giving these changes in limited doses for good reasons.
This is an entirely new GB. Even Jaracz is outnumbered. Who knows what they have up their sleeve.

In my area there are only two groups..... the elderly and the young.
The latter do not have good odds in remaining loyal.
The first ..... most secretly are concerned, worried or depressed by changes especially since May 2007.

I will speculate that they did not break the 7 million barrier- to their great disappointment.
I hope this is correct. I hope they had a decline, and next time it's a crash.Bad news. I am sure others have heard the big Disaster--they broke 7 million. They got 7,124,443 witlesses (but I am sure quite a few are fake reports and doctored up compilations, double countings, and other hanky panky).
