I think it will stay stagnant during most of 2009, but start to improve towards the end and into 2010....I think just the change in administration in the US will cause a bump in the US, not for any good or sound reasons, but just because of a change.

Nope, with the socialist props removed by the Bush regime has caused the facade of free market capitalism to fall and reveal the third world standards behind it. If the Democrats can get the those props back up and begin some socialist programs to rebuild the facade. (Like Roosevelt did in the 1930's) I think the economy will turn around in 2011.
