Since cloning does not involve a fertilized ovum, it is technically not a human being.
A blob of DNA taken from a blob of cheek lining cells injected into an empty egg membrane is not even technically committing murder.
This means that if a JW pedo molested the clone, he could be counselled by the elders for nothing worse than masturbating with a convincingly lifelike Sex toy that is not technically a real human, because not produced by joining of a sperm and an ovum.
And of course every honest-hearted one knows that being caught playing with yourself is the unforgivable sin.

I think you found the answer to the dwindling ranks of witnesses. The society should force every member to have a clone. Guaranteed increases in the r&f. If the numbers start dropping again, just another round of forced cloning.
