To be specific, the article is stopping just short of disfellowshipping them for oral sex again. However, they are going into details that are not suitable for children to be listening to. And it looks like they are preparing the groundwork to make it a disfellowship offense once again.
Or, at least if it isn't a pedophile molesting a child. As long as the pedophile doesn't have at least two witnesses against him (and it usually is a him, since they usually do it by abusing their supposed authority which only men have in the Tower), there is nothing they will do about it.
