I work in multi-family real estate. Juggling all the competing interests can be a nightmare. You want to provide a clean safe environment for your tenants. This will involve keeping out criminals, known sex offenders, drug dealers and deadbeats (people who don't pay their rent increase the costs for those that do.) Maybe in San Antonio keeping out people with tatoos is one way to do this.
True story: a few years ago my employer at the time was sued by a guy who claimed we weren't meeting his needs under the Americans with Disabilities Act, which we are required to do. The problem was that his claimed disability was that he is a racist, and the accomdation he wanted from us was to have all the "N&^^$#S" (his word) kicked out of the building. It cost us several thousand dollars to make him go away.

If you guys read the article, you would see that the owners name is frankel, very likely jewish, most likely democratic. He said that they allow some tats, but that they have a limit as to how many are allowed for people to move into his property. Soon, political correctness will force building owners to rent to gang members, drug dealers, etc.
