    If a person is not listed in a census, it simply means that the census takers never interviewed him. The purpose of the census is not to interview every single person. Instead the census takers will interview a sample population and then extrapolate the overall makeup of a given area.

    If the function of the census was to interview every single last person, I don't think the police would have a very hard time tracking down missing criminals.

    Not quite, Elsewhere. The census counts and names everyone on a certain date. Entire households will be named. It's one of the reasons genealogists love them so much. If a household does not name everyone because they do not trust the government, those records may not be complete. I personally witnessed a Hungarian household refuse to answer the census. Being a lifetime civil servant, I was horrified. Now, modern privacy laws are changing all that. I have yet to find my Great Uncle Christie on the census. But I've found all his family. I suspect he was off trapping or panning for gold somewhere when the census taker came by. Where's Leolaia? She's great at looking this stuff up. Where would Charles Russell most likely have been living in 1880?

If you find the right 1880 census page, you can also find out who was living with him at the time. That can help you determine if you have the right record.
