"For the eyes of the LORD run to and fro throughout the whole earth to show himself strong in the behalf of those whose heart is perfect toward him." ( 2 Chronicles 16:9 )
"And after all of this the LORD smote him in his bowels with an incurable disease. And it came to pass, that in the process of time, after the end of two years, his bowels fell out by reason of his sickness: so he died of sore diseases." ( 2 Chronicles 21:18,19 )
So who was the LORD speaking to in the 2nd verse (or even the 1st)? Too tired to look up the full context, but it had to be one of the "bad guys" in the 2nd instance, no?
As Job said, the Lord giveth and the Lord can taketh away! ;-)
