As they say there is no smoke without fire and the JWs reluctance to combat child abuse became well known, they want two witnesses to believe a child's abuse allegations, children are unlikely to lie and there will never be two other ppl to witness an abuse, child abusers are not that stupid. So the Silent Lambs were set up as a reaction to this bad attitude.
