Notice where the books are coming from? In Propaganda of any variety, the pictures are worth a thousand words.
The books come from [drumroll] God in heaven! The caption indicates they are what God meant by "floodgates of heaven" being opened up to dispense "blessings until there is no more want."

Yes, AuldSoul summed it up. There are more ways to claim that one is inspired than just the explicit statement thereof. The meaning of the picture, especially to JW's is unmistakable.
