What exactly is this 'new' rule?

When was it implemented and what are its implications?

this hollywood insider always get the latest dish and gossip from
the "in" crowd. After speaking with certian showbiz hotties
at the always hot new club Deliver I found the latest dish on the
15 minute rule. 15 minutes for a guy to deliver his good stuff is always bad.

But when a sickly or shut in person cant go out in the ministry.
    This person should not fret.

They can now count time in 15 minute increments so as not to be irregular. and irregularity is never good for this chelsea boy

of course not everone can have this 15 minute rule. they must first
get approval from the service committe. This has been a long time in cumming, it was of course first announced at last years KM schools,
but wasnt official until all letters were read to the local congs

I've heard that elderly or infirmed publishers can count time in 15 minute increments. I think this was designed for those with physical limitation who can't get out into service regularly. If I'm not mistaken, I think they've decreased the amount of time it takes to be a pioneer also.

My sense is that it's more a ploy to bring those dwindling publisher and pioneer numbers up.....
