That's bullshit.
I was an elder for 20 years.
If the particular elder has a lot of influence you've got an uphill battle, but there's no "Three Witness Rule" for them.
Sounds like a little Napoleon making up a different rule for his fellow emperors in the congregation by selecting a part of this verse:
1 Timothy 5:19 - "Do not admit an accusation against an older man, except only on the evidence of two or three witnesses."
Searcher, that's a good point. They may try to pull that, but it still says a minimum of two.
The whole rule is ridiculous anyway.
