Outlaw is 100% right. It is semantics, nothing more. Only difference is that when door to door the JW generally does not ask for money (???) and when getting lit at the hall the person handing you the lit does not take the money from you.

Why did the WTS stop having the rank and file pay for magazines? (1990)
by Joliette inwe had our po visit this week, and he was telling us about how the rank and file had to stop paying for their magazine.
why and how did this come about (i was born in 1983) so by the time i could get to the literature counter, everything (at least i thought when i was kid) was free.. .
was more of an emphasis put on voluntary donating?.

And with voluntary donation, I would think there would still be a tax on it? How does the WTS get around paying a sales tax?
So let me get this straight: The WTS doesnt pay taxes on ANYTHING? (Please forgive for sounding a bit ignorant, but I want to get the bottom line of this).
My reply: That is correct. The org does not pay sales tax or property tax, and obviously income tax. Voluntary donations are not taxable because they are for the 'worldwide work', as opposed to payment for the literature.

30 days before the org made the change..a court case in CA was decided...Jimmy Swaggart vs the CA Bd of Equalization..that relgions must pay sales tax on sales of religious lit. Thus the org went to complete voluntary donations.
