  My experience has been if some procedure is not solidly based on scripture like judicial committee eventually has to be eliminated.

  Secular govts do not give rats you now what about internal rreligous investigations that do not acknowledge the role of ceaser . They dislike untrained people that do not answer to state its a crime to molest a child they want money compensation and safety in there countries.
