An old German proverb apparently, Once Is Never, Twice Is Always.
I think it makes a good point. Do something seriously anti-social or sinful once and it's an aberration. One can even claim that it never actually happened.
Do it twice and it's habitual.
So there you go..the JC in the KH shouldn't touch anyone for a one-off offence.
I doubt if you could apply the principle to murder though.
Most other things perhaps?
