back when I was a JW; in the mid 70s, one of the elders wives( Carmela Robertson) managed a small apartment complex in the town I grew up in ( Huntington , New York). It was a very popular apartment complex because, as a rule, the zoning in this town prohibits apartments. There was a very long waiting list. So it was very difficult to get into it.
I had already started my pursuit of a secular education ( college) and making new " wordly" friends. Three separate friends ( who did not know each other) told me that they or their families had managed to get a grandmother or uncle into that housing complex by " paying off" Mrs Robertson ( the elders wife). You payed her a fee to get to the top of the "list" . Yes, the secular authorities call it a bribe. Mrs Roberston called it a "finders fee" . None of these friends knew that I had any acquaintance with this woman; they were just telling me as a matter of instruction on how to find an apartment.
I remember telling my father ( also an elder) about it; all he did was chuckle and say " that explains some things".
I lost all contact with all of the JWs I grew up with. I do not know if the secular authorities caught up to her or not.

There was an active witness just arrested a couple of months in Oregon ago for armed robbery and kidnapping. Big case, in jail awaiting trial.
