I think you might have the JWs mixed up with some other group.
JWs do not have, and have never had, any sort of "baptismal certificate".
Convention and assembly sites are found on the jw.borg website.
Baptism talks are always the last talk before lunch at assemblies, and the last talk before lunch on Saturday at a convention.
Baptisms take place just after the talk in a dignified setting - you know, in front of thousands of burping people who are slurping down drippy Subway footlongs and guzzling Faygo.
There is no one to "contact" - if some
poor unfortunate sapperson wants to be baptized, he tells his local elders. They arrange to "go over the questions" (you know, just like Jesus & the apostles did ). If the elders deem that the candidate has "passed the questions", they tell him he can get baptized at the next assembly / convention. -

JWs do not have a "baptismal certificate" now, but in the book Your Word is a Lamp to My Foot, released in 1967, it had a "Record of Christian Baptism" on p.220

If JW baptismal candidates do not have certificates, how will Jehovah know who to spare and who to destroy when Armageddon strikes? Theocratic bureaucracy demands certificates or at leastt, lists of candidates for this very purpose.
