No, it did not. The organization that became Daesh was started by a Jordanian lunatic named Abu Musab al-Zarqawi in 1999. He pledged allegiance to 'Sheikh Bin Laden' in exchange for some money to start up his own terrorist training camp. This org. split from A-Q in early 2014, I think.
A recent poll in the States concluded that 53% of the population thinks that it will take a boots on the ground military intervention to eradicate ISIL out of the region.
Note that this poll was before the two recent attacks in Paris and San Bernardino.
I would agree, ISIL has placed it self right into heavily populated areas and will thrive there, bombing might slow them down but wont eradicate the militants as they have blended themselves into urban populations.
So Muslim extremism will keep on being orchestrated around the world.
To stop these attacks one has to stop the ideology that instigates and influences them .
