In JWS organizational mindset both parties are at fault for bring reproach onto Jehovah's organization. The WTS does not handle situations of pedophilia well why ?

Because they are not trained to do so and there is nothing in the bible to use as instructions ( that's their instruction book ) unfortunately the bible was written by primitive Bronze age ignorant tribesmen.

...but reversing course on that particular issue in that manner would imply - to a very uncomfortable degree - that they'd been misinterpreting their scriptures up until now, on a really significant matter.
And that is not something they're eager to do.
