Today I noticed 2 JW's and Chart on the quest moment and the quest possible place. Looked tyred, ignorent and no kingdom smile.
What is going on with the motivation of the jw?
If nobody is talking to you and nobody is there, why not taking the chart and do some other things?!?

Easy way to count time. It saves face in the KH and keeps the elders off my back.
The Org actually needs to have publishers count time, to create a payer trail of “charitable” activities in order to qualify for tax exemption, particularly if the IRS or other revenue agencies happen to audit them.
I would actually go as far to say that the org pads the numbers at every level to appear to be more charitable than they really are and to keep the person above you off your back. I just can’t imagine the hassle the circuit overseer would give to an elder body with low hours.
