    France and germany have unveiled a plan that could avert a war w iraq.

    -- the some 150,000 U.S. troops already deployed to the Gulf should stay in place to force Baghdad to cooperate and be ready to invade if it breaches the new proposed U.N. resolution;
    -- Iraqi President Saddam Hussein would be forced to admit thousands of armed U.N. troops to oversee intensified weapons inspections in the whole country as well as full disarmament, creating a de facto "U.N. protectorate";
    -- the number of weapons inspectors should be tripled from the current 100 operating in Iraq;
    -- the no-fly zone over northern and southern Iraq should be extended to cover the whole country and French, German and U.S. reconnaissance planes should be allowed to patrol the skies;
    -- a permanent U.N. coordinator of arms inspections in Iraq could be appointed;
    -- sanctions should be made more focused to clamp down on oil smuggling by Iraq's neighbors and tighten export controls;
    -- a special U.N. court should be established to oversee infringements of the new resolution and human rights abuses;

    So, what do you think? Personally, i think it's unlikely that this will stop the juggarnaut.

    Apparently, Defense Secretary Donald Rumsfield was surprised by at the announcement of this plan. Intelligence failure, i presume.

    I doubt that the military people already on site and heading that way will receive this news gladly. A large percentage are reservists. The operative word is "stay in place". One of the toughest things about military service is separation from family. The reservists can effectively kiss their jobs goodbye. Guess who would bear the cost of keeping that large force in place. France seems to be willing to spend our last dollar to maintain their relationship with Iraq. You can bet that Bush will not buy into this.

    I think oil supply comes into play. If the us overruns iraq, american oil companies get to take control the directions oil outflow. On the other hand, peace and a return to semi-normality, leaves it's controll in iraqi hands. American oil companies, as middlemen are locked out. Industrial giants like germany and france can buy oil directly, and possibly get preferrential treatment over america. My opinion.
