Too much of a risk that the R&F would put 2 and 2 together, and figure out that from purely a recruitment standpoint, the WTS is in a decline (in the developed world).
...besides, kids have always been somewhat problematic for authoritarian regimes; they're rarely able to perform duties (that advance the regime's agenda) to the same degree as adults.
