Coincidence? Maybe so. Perhaps some of you can go deeper into this than I can. I can only theorize that the Watchtower might feel safer in this area, reasoning that state officials might throw up their hands in frustration in such an area if persecution or repression emerges.
Example: In NYC, the Hasids told Mayor Bloomberg to get his new bike trails out of their neighborhood. Bloomberg obeyed.
In addition, the WTS might feel favored, in relative terms, in such an area as the "good" fanatics - that are more cooperative.
