Banning child abuse has been penalized by excommunication for about 50 years by the committee headed by the previous Pope benedict during his work for the Vatican. His hard line with this declaration was the reason the mess becamse as large as it did.

these are Vatican-specific laws and have no jurisdiction outwith the Vatican
actually seems to be a better definition of crimes against children to allow for longer sentences if found guilty
also new laws making a crime of leaking information out of the Vatican - not banning reporting of child abuse.
