In some european and former soviet countris, insurance companies prefer "photographic evidence" so that they can make an objective determination of liability in the event of an accident.
The digital video cameras are installed so that they are on whenever the car is being driven. Easily removable solid state storage makes it relatively simple to transfer the video to your laptop and from there put it up for all to see.
I think these cameras are a GREAT idea, because the can also sometimes be useful in providing evidence for non-vehicular crime or purely entertaining purposes.
We will probably see them becoming more popular in US vehicles.
