Didn't something similar happen a few years ago with a guy who was forced to rob a bank due to a bomb around his neck?
Sucks to read about this, sounds like an extortion plot gone awry as the neighborhood the girl resides in is wealthy.

James - it appears so. Not much is being said, except that the bomb was a hoax, but they are looking for the guy that put the bomb on the girl and left the ransom note.
