At one time the donations where collected separately to "help" dubs in disaster areas. Today it all goes to www and wts dispenses funds at their own discretion. Don't they usually rebuild KHs first? That they claim is the central location for dubs to gather and a center point from where they help their members? When it comes to KHs, these buildings are all insured by WTS kingdom hall fund and the donations for the relief work should not be used to rebuild KHs but the relief funds should go directly to disaster victims.
When the donations were originally collected specifically towards helping victims, would there have been something legal which caused wts to change the arrangement how they collect the funds? Now, that the money goes directly to wts, wts can rebuild/fix KHs and no one can say they used the money meant for victims of disaster while before someone may have noticed this fraud and questioned it. Has anyone else notice they rebuild/fix KHs first before they help actual jws? Or am I just imaging this?
