Well, I don't see any direct references. But on page 4 it is explained how the United Nations High Commissioner for Refugees divides "impoverished wanderers into two groups." And on page 6 is found the following paragraph, which appears to obliquely refer to the AidAfrique work:
When over two million people fled one African country in 1994, the hastily built refugee camps inevitable lacked water and proper sanitation. As a result, an outbreak of cholera killed thousands before it was finally brought under control. To make matters worse, armed combatants mixed in with the civilian refugees and quickly took over the distribution of relief items. This problem was not unique. "The presence of armed elements amongst refugee populations has exposed civilians to increased risks. It has made them vulnerable to intimidation, harassement and forced recruitment," states a United Nations report. [italics and bold mine]
On page 7 the
UN High Commissioner for Refugees is quoted again, and on page 12 a
former UN High Commissioner for Refugees as well as
United Nations secretary-general, Kofi Annan, are quoted.
And just before the concluding paragraph which ISP quoted, we find this:
"Since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed," states the preamble of the United Nations Educational, Scientific, and Cultural Organization. Our Creator well knows that a change of thinking is needed. ... -- Isaiah 11:9[bold mine]
Let's see -- a 3 month lead time for
Awake! Oct. 9 -->Nov. 9 = 1 month; Nov. 9 --> Dec. 9 = 2 months; Dec. 9 --> Jan. 9 = 3 months.
By the time the news filtered through a Jan. 22
Awake! could have been printed and sent on its way to the congregations...
