Appeal Committee

I know of someone who was recently reinstated. He mentioned to someone he had appealed the judicial committee's decision. And the appeal committee agreed with him,but they could only give their recommendations to the original committee. But, not overturn their decision. This doesn't make sense to me. I read the new elder's manual,but I must have missed this part.

I was wondering if this is correct procedure. I thought the appeal committee could cancel out the original decision to disfellowship.

I thought they could too, otherwise what's the point of an appeal?
