I have heard people talking about it and I have tried it myself. You spend more time looking for the 'right' person to talk than actually chatting. Adults should be the only ones using it since the owner does not have the resources to moderate the site.
I work for a major social networking site and we know all about chatroullete. There are already established websites playing with the concept.

This will be a great way to put in FS time. Sit in front of you PC and give this month's Watchtower presentation ad nauseum. Never have to leave the house. Oh I forgot, witnesses can't be on the internet. Nevermind.
