in the vast majority of colleges that would be no problem. They are related disciplines. I know a guy who did a masters in mathematics and then did his PhD in computing. As long as they are reasonably related there is no issue.

Is it harder knowledge and homework-wise to upgrade to a related field than to upgrade within the same field? BA in sociology to MS in community counseling? I finally have a name for it. Do they make more money than social workers?

It dpends on the PhD program. Some are designed for people with little academic work in that field, even as undergraduates and then getting a masters on the way. Other PhD programs are designed for those with masters in the field. It all depends on the specific requirements of the doctoral program. I think a masters in sociology would be ideal for a doctorate in counseling. (Although I'm not sure why anyone would get a PhD in counseling, but that's another matter.)
